Innovation Network, Inc.: Program Evaluation Practice in the Nonprofit Sector
This study... was designed to determine which of these broad approaches [traditional or participatory] are being used by nonprofits, to what extent they are being used, and with what effects. Analysis revealed that the methods and components of past and present evaluations being conducted by nonprofit organizations add up to a complex constellation that does not fall neatly into easily definable categories. Therefore, this study focused on exploring the role of stakeholder participation in program evaluation since it is a key element that distinguishes between traditional and participatory approaches to evaluation. In particular, the study addressed whether different levels of stakeholder participation are associated with various organizational characteristics, evaluation characteristics and evaluation outcomes. The study also sought to determine how organizations used evaluation results and whether the uses are associated with different levels of stakeholder participation. [from Executive Summary]

Alfred P. Sloan Foundation: Performance Assessment of Municipal Government Program
The goal for this program is to encourage the creation and use of measures of municipal government performance that objectively measure outcomes that matter to people. The program's approach emphasizes citizen involvement both in choosing what is measured and in checking or even gathering the data. This is to ensure that what is measured is what matters to citizens and that the data are not corrupted by the natural desire of officeholders to report favorable outcomes.
The Annie E. Casey Foundation
The Annie E. Casey Foundation has several publications focusing on indicators and outcome measurement. Check particularly the KIDS COUNT project and the publication Evaluating Comprehensive Community Change or check the entire site on research and evaluation.
The Urban Institute
The Urban Institute's publications include numerous titles on outcome measurement such as: Performance Measurement: Getting Results//An Agenda for Action: Outcome Measurement in Non Profit Organizations//Evaluation for Human Services Programs: A Guide for Policy Makers//Vital Records: A Source for Neighborhood Indicators//Strategic Planning and Performance Measurement. The David and Lucile Packard Foundation's Organizational Effectiveness and Philanthropy Program
This program aims at promoting strong management and sound governance that enables an organization to move steadily toward its goals, to adapt to change, and to innovate. One of the subcomponents of this program is related to enhancing the effectiveness of grantees through the promotion of continuous learning and improvement, clarity of vision, alignment of goals and activities with that vision, and outcome measurement.
The Eisenhower Foundation
The Eisenhower Foundation report "Lessons from the Street" details the results of its capacity building and outcomes efforts with several of its grantees over a ten-year period. The report presents some interesting insights into the challenges of capacity-building efforts of philanthropic organizations.
The Irvine Foundation
The Irvine Foundation publishes reports annually on a range of issues. The report How to Strengthen Youth Serving Nonprofits? Experiences of the John Irvine Foundation's Youth Development Initiative provides an account of the foundation's outcomes/capacity-building work with several Californa-based youth development organizations. The site also presents helpful definitions of commonly used terms like outcomes, goals, and objectives.
